After having successfully provided the Hawaii public with on-line tax filing services in 2002, the Hawaii Department of Taxation (DOTAX) widened its services to support those who file multiple returns. This group of users can include payroll companies, CPAs, banks, and property management companies.
During the 2003 tax season, users were able to file tax and related payment information "in bulk" through the Internet. This service was developed and launched through the help of DataHouse.
The system eliminated hardcopy documents and reduced administrative costs for both the tax return filers and DOTAX. This new way of doing business was a win-win situation for all.
Features and Benefits
The Bulk Filing System offers the following key features:
- Timely Filing of Tax and Payment Information - Allows bulk filers to perform an online submission of tax and payment information for taxpayers they represent.
- On-line and Timely Access to Information - DOTAX users can view tax information as early as the day that tax information will be submitted for mainframe processing.
- Controlled Transfer of Data - The System/Operations Administrator controls the selection of what bulk filing data will be processed and when the bulk filing data is transferred to the mainframe for processing.
- Web-based System - Using an Internet connection with a browser, bulk filers and bulk filing intranet users can access the Web and intranet sites for the purpose of uploading and viewing tax information, respectively.
- Secured Access - Users are required to have 128-bit SSL browser encryption and must authenticate before they can access the system.
- Table Management - Facilitates the addition, modification, and deletion of new forms. This reduces the effort required to make changes, and minimizes the chance for error.
- User Management - Enables a System/Operations Administrator to define users and roles in order to manage access to the functions of the Web and intranet sites.
- Integration with GEW/TAT System - Data is transmitted to the existing GEW/TAT System where it is processed. New functionality was added to the GEW/TAT System especially for the Bulk Filing System. DataHouse implemented the original GEW/TAT System in 1990.
The Bulk Filing System is built using the Java on servers hosted at the State of Hawaii's Information and Communications Services Division. The servers have a Linux operating system and a PostgreSQL database.
