As the 2002 tax season neared, the Hawaii State Department of Taxation (DOTAX) worked feverishly to have two systems in place - the Electronic Filing (ELF) and Joint Electronic Filing (JELF). These systems would provide great convenience for Hawaii taxpayers, allowing them to file their taxes through the Web or with commercial software. With tight deadlines looming, DOTAX needed to ensure that its systems would perform flawlessly for the thousands who would file their taxes. However, DOTAX had limited internal testing resources to commit to these time-constrained projects. In addition, DOTAX worked with developers that were remotely located. With the tight deadlines, it was imperative that application defects be communicated in a timely manner to these remote sites for expeditious resolution.

Tax System Ready for Hawaii Public
DataHouse's trained testers were sent to the DOTAX to supplement their team of testers. Alongside the testers, these detail-oriented testers developed the test plan and test procedures, and executed the test procedures to exercise these applications. Problems were documented in the DataHouse Incident Tracking System (ITS). The ITS provided DOTAX with the capability to have the problems available to their remote developers as soon as they were released for resolution. Other than a Web browser application, special software is not required for ITS use, which makes it easily deployable. Through the help of DataHouse, DOTAX was able to successfully launch its services for Hawaii taxpayers.
